Andrew Mortimer
Andrew Mortimer owns DEMS Consulting, and has been involved in Emergency Medicine and Emergency Management since 1992. Andrew is an Advanced Life Support (ALS) Paramedic, and is currently studying a Post Graduate qualification in Medical Informatics.
Andrew has extensive experience working throughout Africa in a medical capacity, as well as in a general management and emergency management capacity. Andrew also spent 10 years involved in Hospitality and Tourism and to this day DEMS Consulting offers Emergency Response System Solutions to the Hospitality and Tourism industry. Andrew's passion is Information Management, and the effective use thereof to make an organisation more effective. He is currently also Managing Director of Medivate - an ICT company specialising in Information Management Systems in the Emergency Services Environment. Andrew has design and implementation experience in projects relating to electronic health records, mobile reporting solutions, mobile data terminals, transport operations, mobile rescue information management systems, emergency centre management systems, and computer aided dispatch systems amongst others. |
Methodologies:
DEMS Consulting offers a diverse range of services in a diverse range of industries. There are however common threads which draw all the concepts together.
The first common thread is the disaster and emergency management component. An emergency is defined as any sudden event leading to injury or death and or the destruction of property. Every year, individuals, organisations, countries and continents are adversely affected by disasters and emergencies. This results in injury, loss of life, financial loss, reputational damage or any combination thereof - and it can happen in any industry, in any environment, at any time! The second thread relates to the need to understand the environment, assess the risks, and plan to manage those risks, whether through avoidance, transfer, acceptance, or mitigation and reduction strategies. Disaster and emergency response planning is a dynamic process aimed at identifying, prioritising and mitigating inherent risks and improving an organisations ability to respond to and recover from an emergency. Emergency response planning enables the development and implementation of organisational policies and procedures as well as the designation of emergency teams to be deployed in the event of an incident. Although planning is a critical component, it is only one of several links in the chain of effective emergency preparedness and response. Training, conducting drills and engaging external stakeholders who will be called upon to assist in an emergency are equally important components. In today’s climate, organisations should not rely solely on emergency services. This is particularly true of major incidents or disasters, when communication is hampered, emergency service resources are limited and response may be delayed. The next thread relates to the response agencies that are required to respond to and manage the emergency or disaster incidents which occur. DEMS Consulting has extensive emergency service and emergency management experience in these remarkable agencies - EMS, Fire and Rescue, Law Enforcement, Disaster Management and their allied services are all unique and very specialised in their own right, however they have similar goals and requirements throughout. Information Management is the final thread holding the picture together - organisational decision making (of any organisation) cannot be made in an informed and educated manner unless the information at hand is accurate, relevant and up to date at all times. Decision making in an emergency or disaster situation is even more difficult and it is even more critical that it is done in an informed manner. DEMS Consulting focuses on ensuring that as an organisation, the appropriate information is readily available thereby ensuring the best possible decisions can be made. In some instances this may be access to Emergency Response Plans, or access to Early Warning Systems; it may be that the risk assessment highlighted certain threats and the appropriate information relating to managing the situation was already at hand; it could be the utilisation of Information Management Systems to allow for real-time information to be managed and analysed. In all cases the methodology employed involves understanding the environment, assessing the risks, developing and implementing the correct solution, and having all the appropriate information on hand in order to manage the situation effectively thereby minimising impact, and maximising efficiencies. |
